Department of Emergency Services The Department of Emergency Services is committed to providing high quality Emergency Communications, Hazard Planning, Risk Management and Emergency Medical Services to the residents, governmental departments, agencies and visitors of Caroline County.
Our responsibilities include:
Advanced Emergency Medical Services to the citizens and visitors Emergency planning and coordination for County government Emergency Communications, including 911 Police communications for the Sheriff's Office and four town police departments Fire and Rescue communications for nine volunteer Fire / EMS departments DEFINITION:
This is an entry level position.
An employee in this class with guidance from the Emergency Division Chief and/or Director of Emergency Services, plans for and assists in the Emergency Management Division of the Department.
Assists with coordination and planning for Emergency Management functions for All-Hazards approach as instructed by State and Federal Emergency Management.
The employee performs a variety of complex planning duties requiring comprehensive knowledge of departmental programs.
An employee in this class is expected to exercise considerable tact, discretion and judgment.
Performance is evaluated periodically based on previously mutually agreed upon goals.
This position has been determined to be essential and is subject to recall during emergency conditions.
EMERGENCY OPERATIONS:
Under the Caroline County Personnel Rules and Regulations, the Emergency Management Specialist I position is designated as Operations.
This means the employee is required to report to work during emergencies including severe weather events.
The position may be subject to call back, an order to return to work to complete essential duties.
May be required to respond to the EOC or field incidents at any time, including nights, weekends, and holidays.
PERFORMANCE EVALUATION:
Performance will be evaluated periodically in accordance with the County's Personnel Rules and Regulations and guided by mutually agreed upon work goals established by the employee and the employee's supervisor.
The normal probationary period for the position is nine months; however, this may be extended.
CAREER PATH:
The primary goal of the Emergency Management Specialist I position is to assist with plans and planning of the Emergency Management functions for the Department of Emergency Services.
Advancement opportunities will depend on the employee's ability to master required skills and availability of openings.

Plans hazard mitigation efforts and works with other county departments and stakeholders to reduce threats and vulnerabilities for Caroline County.
With strategic guidance from Emergency Management Division Chief assists with the emergency management planning cycle and activities for the county.
Supports partner agencies in development of internal emergency operations plans and recovery plans as requested.
With guidance from the EM Division Chief or Emergency Services Director, assists with operations in the Emergency Operations Center.
Participates in public outreach efforts for the Department, with the other staff members looking for opportunities for public education and recruitment.
Maintains courteous, professional and effective working relationships with employees and volunteers at all levels of the organization.
Develops and maintains courteous and effective working relationships with clients, vendors and/or any other representatives of external organizations.
Provides timely, appropriate responses to requests/suggestions/complaints or refer such comments to the appropriate person.
Communicates information and states problems or challenges to be resolved in a clear, concise, courteous, nondiscriminatory and professional manner, and provides clarification, as necessary.
Maintains professional demeanor by showing respect for the opinions of others and behaves in such a way as to ensure an atmosphere free of needless interruptions, difficulty and/or discrimination.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of business English, math, spelling and grammar; of office procedures.
Knowledge of the organization and function of County Government, State and Federal Emergency Management Agencies.
Knowledge of department's programs, procedures, functions and policies.
Knowledge of operations of general information technology, including collaborative software suites like Microsoft Teams, and emergency management software such as Hurrevac.
Ability to plan, administer, and coordinate programs involving many diverse but interrelated activities; to establish and maintain effective working relationship with individuals and groups; to assist in planning; to make decisions under emergency conditions.
Ability to communicate clearly and concisely in both the written and oral form Ability to work independently in the absence of EM Division Chief.

Possess a valid Driver's License without restrictions, other than eyeglasses or contact lenses and to maintain a valid license.
Read, understand, and recall policy manuals.
Hear normally or have hearing corrected with hearing aid.
Demonstrate the ability to speak clearly and politely.
Lift, pull, push, and carry twenty-five (25) pounds Stand or sit for periods in excess of one hour.
Solve moderately difficult problems.
Write a concise statement of a problems and its recommended solution MINIMUM EDUCATION, TRAINING, AND
Experience:
Graduation from an accredited college with an associate's degree in emergency management, public safety management, public administration/policy and two (2) years of experience in a combination of emergency management planning and coordination.
Or A combination of education and experience, that provides the knowledge, skills and abilities required for this position.
REQUIRED LICENSES AND CERTIFICATES:
ICS 100, 200, 700, 800 Maryland Class C Driver's License or equivalent CONDITIONS OF EMPLOYMENT:
Substance Abuse Test:
Must pass a pre-employment urinalysis test for designated controlled dangerous substances.
Criminal Background Check:
Must pass a Criminal Background Check as defined in Chapter 1 of the Caroline County Personnel Rules and Regulations.
