The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS).
HHS, Division of Family Well-Being & Protection, Child Protective Services, Operations, IV-E Unit is seeking a supervisor for our IV-E unit.
This position provides the general supervision of 17 Income Maintenance Worker 2 staff across the State of Iowa who process initial and ongoing IV-E and Medicaid eligibility determinations for children in the Foster Care Subsidized Guardianship and Subsidized Adoption programs.
The Supervisor travels periodically to each of the offices where employees are located for training, evaluation case review and team building.
This position will quickly become an expert in implementation and interpretation of the IV-E policies and will assist in developing new/revised policies for staff as needed.
The IV-E eligibility determination requires knowledge of complex policy specific to that program in addition to that for relevant Medicaid coverage groups.
Interpretation of judicial findings in court orders is a significant task in this process.
IV-E eligibility determinations are subject to federal on-site audits every three years and internal Quality Assurance is completed regularly.
Both federal audits and internal QA have a strict accuracy standard of 95%.
It is critical that the work is done within timeliness standards of 94% processing in 30 days.
Due to financial impacts, the timeliness standards are strictly monitored.
Summary:
This is a full-time opportunity, Monday - Friday with typical hours being from 8:
00 AM- 4:
30 PM with overtime as needed.
This position may work from the nearest HHS full time office or from their home and will travel on a frequent basis for meetings with staff and other HHS employees.
Mileage is paid at $0.
50/mile travelled according to the Department of Administrative Services (DAS) State Accounting Enterprise Procedures.

The ideal candidate will have:
Experience with IV-E work and federal audits.
Strong observational and analytical skills, as well the ability to respectfully engage employees as partners.
Excellent judgment and communication skills and the ability to provide good written documentation in a timely manner.
The ability to use independent judgement to make sound decisions, demonstrate integrity and confidentiality and a strong work ethic.

Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
Graduation from an accredited four-year college or university and one year of full-time work experience in an income maintenance program.
Two years (equivalent to 60 credit hours) of post high school course work from an accredited college or university and three years of full-time work experience in an income maintenance program.
Five years of full-time work experience in an income maintenance program.
