Additional examples of work performed includes the following:
Administers personnel recruitment and hiring activities.
Verifies all hiring, promotions, demotions, and lateral transfers to ensure compliance with Hidalgo County Classification and Compensation Plan.
Prepares job postings using the County's Applicant Tracking System, including selecting supplemental questions for each posting.
Prepares and places job vacancy advertisements with a variety of publications when necessary.
Verifies credentials of applicants to ensure they meet job requirements.
Screens applications for minimum requirements.
Works directly with Department Heads and Elected Officials to resolve employment issues and aides with recruitment and the hiring process.
Assists departmental administrative staff in submitting requisitions for position vacancies.
Administers and updates job advertisement reports (excel knowledge).
Sends notices to those applicants who were not eligible or those who were not selected.
Participates in career days and job fairs.
Assists with Annual Performance Evaluations countywide and is responsible for updating our performance evaluation system to ensure all employees are properly titled.
Overview Performs routine (journey-level) human resources management work.
Work involves administering or assisting in the administration of a human resources management program and ensuring compliance with state and federal laws and regulations; May train others; Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Examples of Work Performed:
Administers and scores employment tests.
Screens, and interviews applicants; evaluates their qualifications; and refers qualified applicants to the proper hiring authorities.
Completes human resources-related surveys and questionnaires.
Compiles and analyzes wage data.
Prepares human resources correspondence and reports.
Prepares training outlines and guides for orientation and training programs.
Conducts classification compliance audits, reviews position questionnaires, interviews employees, and prepares reports of findings, making recommendations as appropriate.
Assists in training and counseling agency staff on issues, rules, and regulations related to human resources management.
Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.
May assist in processing and investigating employee grievances and prepare recommendations for resolution.
May train others.
Performs related work as assigned.
Education and
Experience:
Associates Degree.
Two (2) years of related experience may be substituted for one (1) year of education.
One (1) year of experience in administrative work.
Certificates, Licenses and Registration:
Must have a current valid Texas motor vehicle operator's license.
Must be able to be insured by the County's insurance carrier.
Knowledge, Skills and Abilities:
Knowledge of the principles and practices of human resources management; of compensation principles and practices; of job evaluation methods; and of federal, state, and local laws, statutes, and regulations.
Skill in conducting interviews.
Ability to evaluate applicant qualifications, to analyze job requirements, to prepare and revise job descriptions, to explain policies and procedures to staff and the public, and to train others.
