The Regional Vice President is a fiduciary of the property owner, to whom the owner's financial and material assets are entrusted, and who manages those assets with loyalty and prudence.
The role of the Regional Vice President includes inspiring the teams and properties to peak performance; ensuring company policies and procedures are met; guiding the members on methods and tactics; encouraging them to reach further to achieve corporate, team, and individual goals; and taking responsibility for delivery of superior management services.
When directed, the Regional Vice President supports and backs up the Jamestown Director of Property Management with oversight of property management in the Northeast across other third-party managed assets.
This duty requires close coordination with the Jamestown asset manager and JUM regional leader.
Performance Dimension Responsibility Obligations and Expected Outcomes Regional Support of Property Management Teams Directly oversees JCMC property management teams in an assigned area.
Responsible for direct oversight and support of JCMC property management teams located in the Northeast.
Ensures the terms of the Property Management Agreement are met.
Participates in weekly Asset Management and property management team calls.
Ensures team is adhering to JCMC Ops Guide.
Reviews and authorizes signature of contracts or seeks higher approval when necessary.
Reviews monthly financial package and provides input on variance comments.
Assists with development and review of annual operating and capital budgets.
Regional Support of Asset Management Assist asset manager and DPM in oversight of the local JUM property portfolio when called upon.
Coordinate with JUM regional leader and advise as necessary on execution of Jamestown's goals and programs for risk management and special projects and initiatives.
Participate with JUM regional leader in periodic property inspection as appropriate.
Maintain contact with the JUM regional leader in the event of any crisis or emergency and keep the asset manager and DPM informed.
Assist asset manager as directed in financial matters and review of budgets.
Regional Special Project Deliverables Fulfill objectives for one-time or unique assignments, as directed.
High-quality results, on time, within budget.
Regional Acquisitions / Dispositions Participate in the preparation for acquisition of new assets and the sale of existing Jamestown-owned assets.
Support asset manager and DPM in evaluating prospective property acquisitions, examining background documents, conducting tours and property condition inspections, and preparing for ownership and management transition.
Assist in transition of assets to be sold.
Regional Support of Development Support transition of development and re-development projects into operations.
Work alongside of the development team to establish and execute upon an operations plan for the asset, coordinate with development the turnover of the building and systems, establish scopes and contract for building services, develop a staffing plan, hire, and train the property management team.
Regional Support of Construction Facilitate the work of Construction Follow the guidelines of Ops Guide policy OPS-6, Coordinating Tenant Improvements and Capital Expense Projects.
Support of Jamestown Departments Partner with Marketing on programs and events Ensure Property teams work with Creative and Marketing representatives on tenant services and tenant retention initiatives such as coordination of holiday programs and events.
Property Team Leadership Manage resources Contain expenses, allocate workload, schedule work.

Ensure team-wide compliance with directives and regulations, including the JCMC Operations Guide.

Ensure teams know the significant terms of each lease.
Administer and deliver upon the terms by ensuring conformance to the stated obligations of tenant and landlord.
Keep track of feedback from tenants.
Attain good ratings in tenant satisfaction surveys and follow up imperfections with responsive action plans.
Support negotiation of leases and license agreements.
Develop and sustain proactive tenant contact and outreach programs.
See to it that service is prompt and responsive; and that complaints are effectively resolved.
Develop and implement plans and programs for the safety and security of tenants.

Maintain the physical property in optimal condition.
Ensure teams execute preventive maintenance programs to keep systems and equipment in good repair and prolong their useful life.
Administer Jamestown environmental policy and procedures.
Oversee property inspection as required by Ops Guide policy OPS-2, Property Inspection.
Maintain outstanding property appearance.
Project capital improvement needs and work with managers Develop, maintain, and administer property rules and regulations for tenants and contractors.
Advance the property's and the company's goals and programs for sustainability and corporate responsibility.
Life Safety and Emergency Response Maintain safe work practices and keep the property and its population safe.
Make certain comprehensive, detailed plans are in place and followed to instruct tenants and the property management team on how to prepare for and respond to emergencies of all types.
Periodically check to see that the emergency action plans are current.
Evaluate each emergency evacuation drill conducted for effectiveness of the property team's response; the quick, safe movement of occupants to safe places; and protection of the property owner's interests.
Financial Management Develop and administer the operating budget Review and approve budgets prepared by the property teams.
Ensure measures are taken to prevent avoidable variances.
Contribute to the objectives of Asset Management by maximizing asset value and return on investment Minimize risk of exposure to liability by actively enforcing compliance with guidelines, regulations, and policies.

Ensure tenant adherence to lease obligations.
Ensure Property teams are monitoring and managing capital expenses appropriately.
Analyze and review scope and proposals for capital projects.
Review and approve 5-year capital plans and ensure PCA items are addressed.
