Position Objective The Organizational Development and Learning Partner leads the design and implementation of organizational development activities and solutions to support the County's organizational culture, drive employee effectiveness and build effective partnerships to meet organizational goals and performance outcomes.
This position assists with organizational initiatives to achieve departmental and organizational priorities, performance metrics, and fosters cultural inclusion and belonging initiatives.
This position has an integral role in change and project management for Human Resources and County specific initiatives.

1.
Generates and facilitates employee development by building and maintaining diverse partnerships and interpersonal relationships that support learning and development strategies throughout the County for the purpose of driving the County's missions and values.
2.
Assesses organizational needs and identifies, develops and implements training and employee and organizational development solutions that help maximize individual, team and County performance.
3.
Collaborates with leadership in aligning performance metrics with organizational business objectives and serves as a mentor and coach for supervisors and managers in addressing talent management and development needs.
4.
Enhances leadership and management skillsets by focusing on talent, leadership and performance management, succession planning, developing curriculum and training initiatives and providing processes, systems and tools/resources to support the growth and development of the County's workforce.
5.
Manages the County's inclusion and belonging goals and strategies through collaboration and integration of content and concepts in County programs and activities to ensure inclusion for all employees and representation of the communities we serve.
6.
Develops metrics for measuring the effectiveness of County learning and development and inclusion and belonging initiatives, solicits feedback and prepares reports for management on the value of the initiatives.
7.
Serves as a strategic partner in inclusion and belonging initiatives, completing organizational gaps and needs analyses and consulting with internal and external stakeholders, subject matter experts and other third parties to identify and eliminate potential barriers in service delivery areas that may contribute to areas of inequity.
8.
Analyzes, develops, implements, and evaluates County-wide leadership, orientation and employee development programs, tools and resources.
9.
Designs, facilitates, and delivers training programs for small and large groups via classroom and virtual platforms through training mediums such as guides, videos, tutorials, interactive PDFs, and eLearning to provide effective learning opportunities.
10.
Serves as a project lead and strategic partner in learning and development initiatives, completing training needs analyses and consulting with internal stakeholders, colleges and universities, consultants and other vendors to achieve desired outcomes.
11.
Prepares and manages the learning and development budget in alignment with financial and Human Resources.
12.
Provides leadership and insight in the area of learning and development for Stearns County, introducing learning and development-based solutions to meet the evolving needs and challenges across the County.
13.
Conducts research to benchmark and evaluate learning, organizational, and performance management trends, best practices and technologies, and implements solutions based on findings and organizational goals.
14.
Attends work regularly and in a timely manner.
15.
Performs other duties as assigned or apparent.
Minimum Qualifications and Desirable Knowledge, Skills and Abilities Minimum Qualifications In order to be considered for this position, applicants must possess the following:
Bachelor's degree or higher (A degree in Human Resources, Public/Business Administration, Industrial-Organizational Psychology or related field is preferred.
) Two years of experience developing, implementing and evaluating employee training/education programs, organizational development, learning management administration, inclusion and belonging initiatives or related areas Experience in public speaking and delivering group presentations Valid Minnesota Driver's License or ability to obtain within 30 days of employment Reliable means of transportation and be able to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation Desirable Knowledge, Skills, and Abilities 1.
Knowledge of key adult learning principles and techniques.

Work Environment and Physical Demands The primary responsibilities for this position will be performed approximately 100% of the time indoors.
May require occasional travel to off-site locations and minimal attendance at evening meetings.
Will have minimal exposure to health hazards and accidents; requires a low level of physical effort.
All employees are required to reside within the state of Minnesota.
Extent of Supervision or Guidance Provided Work is performed under the general supervision of the Human Resources Director.
